Vision: I like the character, and your decision to redesign him was probabaly a good one. Every good character does need to go through some change and development every now and then.
Originality: I am in no way opposed to your character, and he does look pretty good. The one thing I could say is that the hoof markings seem a little out of place. The gradual shift to gray seems odd in a world where blue fetlocks with gray hooves showing underneath would make more sense. The gray muzzle also seems a little tacked on, but since it is a distinguishing feature of the character you can feel free to keep it.
Technique: Great vector work, and the cutie mark was very well designed and actually looks flush with his flank, instead of some I've seen where it just lays flat to the screen. Good job there.
Impact: Seeing as how this is just a redesign of a character I've already seen before, I can't say that it will make as much of a mental imprint as it did the first time I saw it.
Overall: A good character design, and a beautifully vectored one to boot, but with a couple of little design nits that need a good brush with the steel comb. Keep up the great work on your art, and I will probabaly be coming back to you at the end of ANP for a little... improvement on my current character.
